Our Leadership Team

David Greisen – Chief Executive Officer, Founding Director

David has a BS degree in physics from Harvey Mudd College, and a JD degree from the University of Chicago. David has three years of experience working in various staff offices in Congress and state legislatures in both committee and personal offices. He has over a decade of experience as a full-stack web programmer. He gained experience working in government technology at the Consumer Financial Protection Bureau. He gained a detailed knowledge of codification and legal publishing through the Free Law Innovation Fellowship with the District of Columbia.

Jason Fleischer – Codification Attorney-Developer

Jason has a BA degree in Psychology with a minor in Environmental Studies from Binghamton University, and a JD degree from the University at Buffalo School of Law. During his final year of law school he served as a New York Pro Bono Scholar where he provided pro bono legal services in mostly consumer debt matters at the Western New York Law Center. After becoming an attorney, he has focused on developing his skills in programming and data analytics. He is passionate about designing and creating legal tools that make the law more accessible for everyone.

Tom Lewandowski – Codification Attorney-Developer

Tom has a B.A. Degree in Political Science from the University of Richmond and a J.D. Degree from Albany Law School. During his time at law school, Tom worked as an intern for the New York State Attorney General’s Office and served as a Senior Editor on Albany Law Review. Following law school, Tom practiced as a civil defense litigator, specializing in municipal law. He defended municipalities in New York State in a wide range of civil suits, including, but not limited to, civil rights actions, personal injury suits, and contract disputes. After leaving his practice, Tom worked as Director of Operations for a technical recruiting startup. During this time, he began to develop his computer programming skills and has been enhancing these skills for the past two years. Tom currently resides in Buffalo, New York.

Leonard Bell, M.D. – Secretary, Founding Director

Leonard is the principal founder, and former Chief Executive Officer and Chairman of the Board of Alexion Pharmaceuticals. Under his continuous leadership from 1992, when he started the firm, through 2015 as Chief Executive Officer, the firm became a fast-growing and profitable global biopharmaceutical company. He has been a director of numerous non-profit organizations advocating for scientific innovation, as well as a leader in education and innovation as a member of the Brown University Technology Partnerships Advisory Committee and the Entrepreneurship Advisory Board of the École Polytechnique in Paris, France. Leonard has held leadership positions in economic policy and municipal finance as a member of the Woodbridge Board of Finance, Connecticut Governor’s Council on Economic Competitiveness and Technology, Connecticut Governor’s High Technology Cluster Task Force, and the Connecticut Task Force on Agricultural Technology.

Vincent Chuang – Co-founder, Director

Vincent has a BS degree in biochemistry and cell biology from University of California, San Diego and a JD degree from the University of Southern California. He was previously the technical co-founder at VetShare and at Brighten. His legal experience includes several years as a patent litigator and technology-transactions attorney at Latham & Watkins LLP and clerkships for judges in Federal District Court and the Ninth Circuit Court of Appeals.

Derek Dohler – Treasurer, Founding Director

Derek has a BS degree in computer science from Washington University in St. Louis and a JD degree from the University of Chicago. From 2010 to 2013 he was the Digital Projects Officer at Transparency International Georgia in Tbilisi, where he planned and executed the organization’s transformation into a regional leader in the use of technology to promote governmental transparency. Derek has over seven years of experience as a full stack developer, and three years of experience at Azavea developing software for local governments.
